Jeffrey Harris served as the Associate Administrator for the Office of Information & Regulatory Affairs at Office of Management and Budget until April 2018.
Mr. Harris was previously a partner in the Washington, D.C., office of Kirkland & Ellis LLP. His practice focused on Supreme Court, appellate, and complex litigation. In September 2015, he was named to the Legal Times list of “DC’s Rising Stars,” which identified “some of the most accomplished young attorneys in the D.C. area.”
Mr. Harris was the lead brief writer for numerous merits briefs, amicus briefs, and certiorari-stage briefs before the U.S. Supreme Court. His victories before the Court include Encino Motorcars v. Navarro, 136 S. Ct. 2117 (2016), Nebraska v. Parker, 136 S. Ct. 1072 (2016), Integrity Staffing Solutions v. Busk, 135 S. Ct. 513 (2014), Perry v. Perez, 132 S. Ct. 934 (2012), and Christopher v. SmithKline Beecham, 132 S. Ct. 2156 (2012).
Mr. Harris also maintained an active practice before the courts of appeals, federal and state trial courts, administrative agencies, and arbitral tribunals. He successfully argued before the U.S. Courts of Appeals for the Sixth, Eleventh, and D.C. Circuits.
