Richard Pierce is the most frequently cited scholar in the country in the field of administrative law and government regulation. He is a member of the Administrative Conference of the United States, and is the author or co-author of Administrative Law Treatise (5th ed. 2010) and Administrative Law & Process (5th ed. 2009), as well as numerous other books and over 120 articles on government regulation, regulatory economics, and the effects of various forms of government intervention on the performance of markets.
