Professor of Law and Director, Environmental Law Program, University of Maryland School of Law

Robert V. Percival is the Robert F. Stanton Professor of Law and the Director of the Environmental Law Program at the University of Maryland School of Law. He received a B.A. summa cum laude from Macalester College, a J.D. from Stanford Law School and an M.A. in economics from Stanford University. Percival was managing editor of the Stanford Law Review and he was named the Nathan Abbott Scholar for graduating first in his law school class. Following graduation, he served as a law clerk for Judge Shirley M. Hufstedler of the U.S. Court of Appeals for the Ninth Circuit and for U.S. Supreme Court Justice Byron R. White. He joined the Maryland faculty in 1987 after serving as a senior attorney for the Environmental Defense Fund. 

Percival has served as a visiting professor of law at Harvard Law School, Georgetown University Law Center, the China University of Political Science and Law (Beijing), and Comenius University (Bratislava). He is the author of more than 100 articles on environmental law, presidential powers, federalism and legal history, including the most widely used environmental law casebook, Environmental Regulation: Law, Science and Policy, now in its 8th edition. Percival teaches Environmental Law, Global Environmental Law, Constitutional Law and Administrative Law. He is co-executive director of the IUCN Academy of Environmental Law and a member of the Board of Regents of the American College of Environmental Lawyers. Percival has served on the Board of Directors of the Environmental Law Institute and as co-chair of the steering committee of the D.C. Bar's Section on Environmental, Energy and Natural Resources Law. He is an elected member of the American Law Institute, the American College of Environmental Lawyers, and the National Committee on U.S./China Relations. Percival has served as the contributing editor for Environment and Natural Resources for the Federal Circuit Bar Journal and as a special master for the U.S. District Court of Maryland.
